County Administrative Officer
County Administrative Officer (CAO) Michael Spata was appointed on November 17, 2015 by the Tulare County Board of Supervisors.
The County Administrative Officer is considered the most senior County employee, and is charged with preparing the County budget for Board approval and supervising the day-to-day business of the County, subject to policies set by the Board of Supervisors.
Spata is no stranger to local government touting over 38 years of public and private sector experience in administration, law and finance. Before being appointed as the CAO, Spata served as the Associate Director and Assistant Director - Planning at the County’s Resource Management Agency (RMA) before being appointed to Director of the RMA on October 1, 2014.
Additionally, Spata has held various leadership roles in city and county governments including that of Assistant Chief Administrative Officer, Interim City Manager, and City Attorney.
He has a B.A. in Government and Politics from the University of Maryland, a J.D. from Western State University and an LL.M. in Tax Law from the University of San Diego. Spata also received an M.P.A. and M.B.A. from California State University, Fresno.
“It is my intention to continue to serve the public by helping to ensure services are delivered efficiently and effectively," said Spata. "As such, I will be working closely with county agencies and departments to carry out a strategic management approach for the delivery of public services.”
