Board of Supervisors Appoints New County Administrative Officer
The Tulare County Board of Supervisors announced today that Michael Spata has been named as the permanent County Administrative Officer (CAO). Spata was appointed Interim CAO on October 6, 2015 following Jean Rousseau’s resignation from the position in September 2015.
The County Administrative Officer is considered the most senior County employee, and is charged with preparing the County budget for Board approval and supervising the day-to-day business of the County, subject to policies set by the Board of Supervisors.
“The Board acted unanimously today to appoint Michael Spata as the Tulare County Administrative Officer,” said Chairman of the Board of Supervisors Steve Worthley. “Mr. Spata’s performance, both as Director of the county’s Resource Management Agency (RMA) and as Interim CAO, has given the Board utmost confidence in his abilities as our continued leader.”
Spata is no stranger to local government touting over 38 years of public and private sector experience in administration, law and finance. Before being appointed as the Interim CAO in October, Spata served as the Associate Director and Assistant Director - Planning at the county’s RMA before being appointed to Director of the agency on October 1, 2014.
Additionally, Spata has held various leadership roles in city and county governments including that of Assistant Chief Administrative Officer, Interim City Manager, and City Attorney. He has a B.A. in Government and Politics from the University of Maryland, a J.D. from Western State University and an LL.M. in Tax Law from the University of San Diego. Spata also received an M.P.A. and M.B.A. from California State University, Fresno.
“I am deeply honored to have been selected by the Tulare County Board of Supervisors for the position of County Administrative Officer,” said Spata. “It is my intention to continue to serve the public by helping to ensure services are delivered efficiently and effectively. As such, I will be working closely with county agencies and departments to carry out a strategic management approach for the delivery of public services.”
The County invited resumes from interested candidates throughout the month of October. After consideration of all applicants, the Board of Supervisors, along with the county’s Human Resources and Development Director, determined Spata to be the most qualified candidate for the county’s top position. Spata will earn $185,000 annually.
