2015 Housing Element Update
Updated April 27, 2015 Draft Housing Element
The County of Tulare has submitted the Housing Element Draft to California Department of Housing and Community Development on August 27, 2015. The County has requested an expedited 30 day review.
NOTICE OF AVAILABILITY AND INTENT TO ADOPT A
Pursuant to the State of California Public Resources Code and the “Guidelines for Implementation of the California Environmental Quality Act of 1970” as amended to date, a Negative Declaration was approved by the Tulare County Environmental Assessment Officer on August 27, 2015 for the Tulare County 2015 Housing Element. The purpose of the Housing Element is to ensure that local governments adequately plan to meet the housing needs of all people within the community-regardless of their income. The Tulare County Housing Element is not a development project and does not alter the environmental process of any proposed development.
The Negative Declaration has a review period of 30 days, starting on September 3, 2015 and ending October 5, 2015. Any written comments on the ND should be sent to the Tulare County Resource Management Agency at the address noted below, to the attention of: Hector Guerra, Chief Environmental Planner.
After the close of the public comment review period on the ND established by this notice, this matter will be set for public hearing before the Tulare County Planning Commission. Notice of the date, time and place for such public hearing will be published and/or mailed as provided by law.

State law mandates each city and county in California plan for the housing needs of its current and future population by adopting a Housing Element as part of the General Plan. The purpose of the Housing Element is to:
- Determine the existing and projected housing needs of residents of the unincorporated areas;
- Establish goals, objectives, policies, and programs that guide decision-making to address housing needs; and
- Implement actions that encourage the private sector to build housing, while ensuring that governmental policies do not serve as a constraint to housing production.
State law requires Housing Elements throughout the State be to periodically updated. The 5th cycle hosing element due date for Tulare County and the 8 incorporated cities in December 31, 2015. Public participation is an integral part of the Housing Element update process. Tulare County is held committee meetings and public meetings in an effort to achieve participation of all economic segments of the community in the development and adoption of the 2015 Housing Element update.
The County is currently holding meetings with communities of Cutler, Orosi, Ducor, Terra Bella, and Earlimart.

2009 Adopted Housing Element Document:
The BOS adopted the 2009 Housing Element (GPA 12-001) on May, 8, 2012, Tulare County Board of Supervisors Resolution No. 2012-0319. The 2009 Tulare County Housing Element was certified the California Department of Housing and Community Development (HCD). The Document can be found here.
