Birth, Death and Marriage Certificates

The Office of the Clerk-Recorder has maintained vital records for births, deaths, and marriages in Tulare County since 1852.

  • Birth and death records of events in the current year and one year prior are available from the Tulare County Health and Human Services Agency. Records for all years are maintained by the Clerk-Recorder.

  • Public and confidential marriage records are available from the Clerk's Office of the county where the license was issued. A list of contacts in other counties is available here.

Birth Certificate

Birth certificates are available only in the county in which the birth occurred. A listing of contacts in other counties is available here.

Applications for certified copies of birth records are available in the Clerk's Office, can be requested to be sent by mail or downloaded from our website. The cost to process each application is $32. The County Clerk accepts cash, checks, credit cards and money orders. An additional processing fee will apply to online and credit card transactions. You may visit our office in person or mail your application and fee(s) to Tulare County Clerk-Recorder, 221 S. Mooney Blvd, Rm 105, Visalia, CA 93291-4593.

Newborn certificates are available approximately 4-6 weeks after the date of birth. Call our office at (559) 636-5051 if you wish to verify that the record is available prior to your visit.

State law requires this office to issue two different types of certified copies to requestors: authorized and informational. Both types are certified copies of the original document and are on file with our office.


Since 2010, the law limits who is able to receive authorized copies of birth records. A list of authorized persons appears on the first page of the application. Those who do not meet the criteria for authorized copies may receive informational-only copies which are invalid for proof of identity purposes. Informational copies are available for all requestors.
