The Tulare County Public Law Library provides a large variety of services and resources to the public, including:

  • Research assistance - Our knowledgeable staff are available to assist with locating materials and navigating print and electronic resources that may answer your research questions and address legal issues. Telephone and email reference is limited to short sections of cases, statutes or secondary sources when a specific cite is given by the caller. Please note that librarians are not attorneys and CANNOT ADVISE you on your legal matter.
  • Computer workstations - Computers are available in Visalia and Porterville for you to work on your legal matters. We provide free online access to legal databases including California appellate cases, codes, regulations, and attorney general opinions, U.S. codes, Rutter Group titles, Witkin libraries, Nolo books, and more. Printing from computers is possible, but each printout costs $0.25 per printed side. Each computer is equipped with Microsoft Office software including Word and Excel.
  • Free WiFi (Visalia only) - We offer free WiFi that you can access on your personal device. The library has limited electrical outlets so please bring a fully charged device. Printing is not available through our WiFi. Please note that there is a 2 hour time limit.
  • Photocopiers - We have copiers available for letter & legal size paper at $0.20 each side copied ($0.25 at the eBranch in Porterville), coins and one dollar bills accepted. Credit, debit, and mobile payment are also accepted in both Visalia and Porterville.

Additionally, the law library's main branch in Visalia also provides:

  • Select legal forms - Available for purchase.
  • Typewriter - Free to use.
  • FAX service  - Faxes are $1.00 for five every pages.
  • Office Supplies - A variety of office supplies are available for purchase.
    • Stamps - Current USPS rate
    • Small envelope - $0.25 each
    • Large envelope - $0.50 each
    • USB flash drive - $4 each
  • Used books - Books withdrawn from the library collection in Visalia are available to the general public for a suggested donation of $1 each or as marked, on an as-is and first-come, first served basis.
  • Interlibrary loans - Library staff can assist in retrieving photocopied material from other county law libraries.
  • Kenneth E. Conn Conference Room - Conference room for court-related activities and attorney-client meetings may be reserved in advance at a rate of $25.00 per hour.
  • After-Hours Law Library Access - After-hours access to the Law Library may be granted to certain attorneys, judicial officers, and paralegals for an annual fee of $60.00. Please review the After-Hours Access Policy and Application for more information.
