Encroachment Permits

Any work to be performed within Tulare County maintained road right-of-way requires the issuance of an encroachment permit. Email us at EncroachmentPermits@co.tulare.ca.us or call 559-624-7127 for more information.
There are three (3) types:

1. Blue application form - Utility/Public Agency Permit Application
2. Yellow application form - All concrete work including curb and gutter/concrete drives/sidewalk
3. White application form - All other work including sewer, water, electric service, paved driveways, pipeline, TV cable, etc.

Bond Requirements

Bonds are required for all Encroachment Permits except for Utility/Public Agency Permits.

Bonds shall be between $5,000 and $25,000, depending on the size of the job, to be determined by the Tulare County Permit Agent.

Transportation Permits

Requires liability insurance certificate only.

Q.  When will my account be approved/activated?
A.  Normal turnaround is 1-8 hours during normal business hours, depending on staff schedules.  When registering on a week-end, approvals are made the following Monday morning.

Q.  I can’t see all my permits or inspections even though I’m logged in.
A.
  A CSS customer can only be associated with a single PALMS contact.  Sometimes there are multiple contacts with the same name.  When this happens, it causes cases to be split amongst multiple contacts, so you can only see some of your cases.  A merge of contacts may be necessary that will allow you to see all cases associated with you.  If you experience this issue, call (559) 624-7000 during normal business hours for assistance.

Q.  I’m unable to request inspections online.
A.  This could be a permissions issue.  Only customers who are contacts on a case can request inspections.  If you are unable to request inspections online, call (559) 624-7000 during normal business hours for assistance.

Q.  The portal doesn't allow me to submit the location.  How can I add an address or parcel?

There are 2 ways for a location to be added to an application

A - 1.  If you are starting from a map search. You must check the box next to the Parcel/Address field before you click on “Apply”.  If you do not check the box, the application process will not work.

A - 2.  If you are starting from the “Apply” menu option.  After you enter the address, you must click on the search icon (magnifying glass) next to the search field.  If you press enter instead, it will not complete the search.  If you click on the search icon and it still doesn’t find the address, call (559) 624-7000 during normal business hours for assistance.
