Reporting Person - Hispanic male adult 34 years, Terra Bella
On 7-29-15 at approx. 0715 hrs. medical personnel were dispatched to the area of Ave. 95 and Clemens, Terra Bella regarding a "man down" call. Per the reporting person, he located the victim lying on the side of the roadway in the area of Ave. 92 and Clemens and he was instructed to transport the victim the Ave. 95 and Clemens to meet with medical personnel.
Medical personnel along with the Tulare County Sheriff's Department arrived in the area of Ave. 95 and Clemens where they met the reporting person and medical personnel began lifesaving efforts on the victim which met with negative results. The victim was pronounced the scene.
Violent Crimes Detectives responded to the scene and took over the investigation into the suspicious death.
Crime – This suspicious death has now been upgraded to 187 PC - homicide
Suspect/reporting person – Rios, Moses 34 years out of the Terra Bella area
During the above investigation Violent Crimes Detectives interviewed the suspect and found several inconsistencies in his statement. Additional Detectives located several items of evidence that led to a search warrant being executed in the 9900 block of Rd. 232, Terra Bella.
During the service of the search warrant and witness contacts Detectives were able to link the suspect to the death of the victim as the person responsible for the crime. The suspect was arrested and transported to the Adult Pre-Trial Facility for 187 PC – homicide.
An autopsy has been scheduled to determine the cause of death and the results of the autopsy will be released upon its completion.
On 7-30-15 and autopsy was conducted on the victim and the cause of death is undetermined at this time pending toxicology results.
As a result of the undetermined cause of death the suspect in this case was released from custody however, this remains an active investigation by the Tulare County Sheriff’s Department Violent Crimes Unit.
