On 6-1-15 at approx. 1430 hrs. Deputies were dispatched to the area of Ave. 352 just west of Rd. 172, Visalia regarding a deceased female in an orange orchard.

Upon arrival Deputies were directed to the area in the orchard where they located the unknown female obviously deceased.

Due to the suspicious circumstances surrounding the death Violent Crimes Detectives along with Crime Lab Detectives responded to the scene and took over the investigation.



On 6-2-15 the Tulare County Sheriff’s Department conducted an autopsy on the unidentified deceased female located in an orange orchard in the area of Ave. 352 & Rd. 172, Visalia.

During the autopsy it was discovered the unknown female died as the result of a fatal gunshot wound therefore the investigation is now being ruled a homicide.

The unknown female is described as being a Hispanic female adult, 25-30 years old, 5-5 to 5-7 tall, 150-170 lbs., shoulder length brown hair, brown eyes and wearing a black shirt, blue jean shorts and white socks.

The identity of the female is pending the results of fingerprint analysis and notification of next of kin.



On 6-3-15 Tulare County Sheriff’s Department Violent Crimes Detectives were able to positively identify the female victim as:

Roxanne Gabriela Rivas 27 years from the Ivanhoe area.

On 6-2-14 at approx. 1400 hrs. Deputies were dispatched to the 1500 block of E. Joanne, Pixley regarding a kidnapping/stolen vehicle which had just occurred.

Upon arrival they contacted V1 who stated at approx. 1400 hrs. she arrived at a local school with V2 and S1 in her vehicle to pick up another child from the school. V1 stated she exited her vehicle and walked into the school leaving V2 and S1 in the vehicle. After retrieving the child she returned to the area where she left her vehicle and found it gone along with V2 and S1. V1 returned to her residence and called the Sheriff’s Department.

Deputies placed a state wide BOL for the vehicle and began an area search and Violent Crimes Detectives were requested to respond to take over the investigation. Tulare County Sheriff’s Department Air Unit Sheriff 1 also responded to assist with the search.

During the course of the search Deputies contacted numerous friends of S1 and through those contacts discovered S1 had picked up numerous other juveniles and they were possibly in the Delano area near the cemetery on Garces Highway and Albany St. 

Detectives requested the assistance from Delano PD to check the area as Deputies, Detectives and Sheriff 1 responded to the area.

Delano PD Officers located the vehicle and conducted a traffic stop where V2 was recovered uninjured and the vehicle was found to be undamaged. During the stop S1, S2, W1, W2 and W3 were detained without incident.

V1 responded to the scene and V2 along with the vehicle were released to her at the scene.

W3 was interviewed by Violent Crimes Detectives on scene and it was determined she had just entered the vehicle and had no knowledge of any crime. She was then released to a responsible adult at the scene.

S1, S2, W1 and W2 were then transported to the Pixley Substation for further investigation

During subsequent interviews by Violent Crimes detectives S1 admitted to taking the vehicle as V1 walked into the school to pick up another child, knowing V2 was still in the vehicle when she drove off in the vehicle, driving the vehicle without a license and picking up additional juveniles while driving without a license,

S2 admitted to driving the vehicle without a license with the other juveniles in the vehicle, knowing that S1 took the vehicle without the owner’s consent and knowing it was a stolen vehicle.

W2 and W3 admitted to being in the vehicle but having no knowledge it was stolen or taken without the victims consent.

W2 and W3 were released to their parents at the Pixley Substation. S1 and S2 were transported to the Juvenile Detention Facility on the above listed charges.
