Welcome to the County of Tulare Human Resources & Development (HR&D) Department. The Human Resources & Development Department staff provides comprehensive Human Resource Services to 20 Departments and over 5,100 employees in more than 800 job classifications. Our services primarily include:

In conjunction with the other departments HR&D continually assesses the personnel needs of the County to develop or enhance policies and procedures, facilitate career advancement opportunities, and analyze positions to ensure correct classification and compensation. HR&D is also responsible for advising managers and staff on County Personnel Rules and Memorandum of Understanding (MOU) interpretations, disciplinary matters, harassment and discrimination complaints and various labor laws such as the Americans with Disability Act (ADA), the Family Medical Leave Act (FMLA) and other leave entitlements.

 The Human Resources & Development Department office hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m., and Fridays 8:00 a.m. to 12:00 p.m., (Closed on holidays).
