Our Mission
The primary obligation of the Law Library is to provide legal information and information services to members of the legal community and citizens who reside or practice in Tulare County. It is the goal of the Library to provide current legal material which supports the knowledge of law in Tulare County. The collection will be maintained in good order and accessible to all users. Public service will be provided to assist Library users in the utilization of the Library's holdings. The Library also seeks to make available the benefits of new technology to enhance and widen services.
A mission of all public law libraries is to provide access to timely, reliable, and accurate legal information in a format that can be understood and used by the greatest number of people. This mission is critical to the expectations of the judiciary in order to be able to rule promptly, accurately, and with justice on the variety of issues brought before the courts. A 2014 white paper from the American Association of Law Libraries explains the myriad ways law libraries contribute to the administration of an effective access to justice system and how libraries successfully work with others on the front lines of access to justice.
By providing ready access to legal information, our county law libraries address a fundamental role in preserving the public's access to justice and the effective functioning of the judicial system.
Governance
The Tulare County Public Law Library is established under the authority of California Business & Professions Code, Division 3, Chapter 5, Sections 6300 through 6363. Celebrating its 134th anniversary in May, 2025, the Tulare County Public Law Library serves the citizens, legal professionals, and judicial officers of Tulare County. The library focuses on California legal practice materials and resources for non-attorneys and attorneys.
