The Tulare County Bar Association presented its Public Law Lawyer of the Year Award to Ashley Mendoza, Senior Child Support Attorney with the Tulare County Department of Child Support Services on May 1, 2025.
“The Public Law Lawyer of the Year is someone who provides outstanding service to the public, possesses an exemplary reputation in the legal community, and demonstrates the highest of ethical standards,” said Robert Ainley, the Association’s President.
Mendoza has committed her career to public service, serving the children and families of Tulare County for more than 20 years. Prior to Tulare County, she worked at various government and non-profit agencies that served victims of crime and domestic violence. Mendoza is recognized as a statewide expert in Interstate and International Child Support law as well as Parentage.
“Ashley has a special way of leaving everything in the law better than she finds it and practices with a grace rare for a lawyer of her caliber,” Mendoza’s supervisor Kathleen Ayers, said during the awards presentation. “Ashley doesn’t do this work expecting accolades or awards like this, but she certainly deserves this award.”
In accepting the award, Mendoza commented that her service was strengthened by the support of her colleagues and fellow attorneys at the Department and accepted the award on their behalf as well.

Tulare County Department of Child Support Services (TCDCSS) goal is to collect and distribute child support. TCDCSS is 66% federally funded and 34% state funded. None of the funding is provided by the county; however, services are administered by the County.
TCDCSS establishes parentage, locates missing parents, establishes and modifies support orders, enforces orders by collecting and distributing support payments, maintains accounting records for money owed and distributed, and establishes and enforces medical, dental and vision care.
