Potential Growth Coming to Traver

The Tulare County Board of Supervisors is considering revisions to the Traver Community Plan—an important step toward fostering new growth and opportunity in the region. The proposed update would expand Traver’s Urban Development Boundary to support mixed-use development, including the potential for hundreds of new homes. This effort aligns with the County’s broader strategy for balanced growth throughout Tulare County, particularly along the State Route 99 corridor, and builds on recent economic development momentum in nearby communities such as Goshen.

As part of the project, proponents plan to include support and advancement for local schools, improvements to existing infrastructure in Traver, supplements to County law enforcement and emergency services, and access to nearby commercial enterprises.

Several key milestones have already been reached, including review by the Planning Commission on June 11 and initial consideration by the Board of Supervisors on July 1. With the housing development component ready to move forward, the Board has determined that the best approach is to combine the development proposal, General Plan Amendment, and zone change into a single, comprehensive project. To ensure a thorough and transparent review, a full Environmental Impact Report (EIR) will be prepared.

The Tulare County Resource Management Agency (RMA) is leading the planning process. As part of the EIR, a public scoping meeting is scheduled for July 16, 2025, offering a key opportunity for community members to help shape the environmental review by identifying areas of concern and priority issues.

This planning effort underscores the County’s commitment to responsible, community-driven development. Additional public hearings and opportunities for community input will be scheduled as the process moves forward.
