On Tuesday, July 15, the Tulare County Board of Supervisors recognized the Tulare County Probation Department for its contributions to public safety and rehabilitation with a proclamation declaring July 20-26 as Probation Services Week.

Chief Probation Officer Kelly Vernon addressed the board during the proclamation ceremony, highlighting the department’s accomplishments, innovative programs and efforts to expand community outreach. One of the department’s most recent advancements — the launch of California’s largest Mobile Service Center — was stationed outside the chambers for public tours and live demonstrations.

“Truly it really is about community integration and being approachable to the community both amongst the juveniles and the adult populations. I think you have really done that to break down barriers,” said Board Chair Pete Vander Poel.

The Mobile Service Center officially launched June 2 with initial stops at the Dinuba Library and Ledbetter Park in Cutler. Since then, the unit has expanded its reach to eight additional locations. Operating on a rotating schedule, the center serves individuals in the community who may face challenges related to housing, transportation or access to essential services.

“The Mobile Service Center removes barriers and provides supervision and support services directly to those who need them most,” Vernon said. “It reflects our department’s commitment to equitable access and rehabilitation throughout Tulare County.”

Outfitted with Wi-Fi, private workstations and videoconferencing capabilities, the Mobile Service Center allows clients to complete probation appointments, as well as receive services surrounding substance dependency, legal support, health and wellness, behavioral health, employment, education and life skills and housing assistance.

The department's mobile initiative supports its mission to enhance community safety and reduce recidivism through evidence-based practices and person-centered supervision strategies. It is part of a growing statewide movement to broaden rehabilitative services beyond traditional office settings.

Supervisor Eddie Valero also expressed gratitude for the Mobile Service Center initiative by saying, “Thank you for the services, and thank you for being out in the public.”
