The Grants – Forest Health Program team is dedicated to supporting Tulare County residents by delivering forest health services, information, and resources through dedicated leadership and collaboration. The team collects and analyzes data, pursues grant funding, and works closely with diverse stakeholders and partners to drive effective forest health response and mitigation efforts. With decades of combined experience and passion, the team strives to create opportunities that strengthen Tulare County and foster a healthier, more resilient future.
Denise England
Denise England serves as the Grants and Resources Manager for the County of Tulare Resource Management Agency, where she provides strategic oversight of programs spanning Forest Health, Water, Flood, Housing, Broadband, and Infrastructure Development. She leads a team of grant specialists and guides policy, funding, and legislative initiatives that advance both local and regional priorities.
An innovative leader with more than 20 years of public service, Denise has secured over $50 million in state and federal funding to expand water infrastructure and improve access in disadvantaged communities. Her portfolio includes support for small water and sewer systems, regional and statewide water initiatives, and participation in key policy forums such as the Tulare County Water Commission and the Tulare County Agricultural Advisory Committee.
Through her leadership, Denise actively supports the County’s Forest Health Program by providing strategic guidance to strengthen regional wildfire prevention, fuels management, and community resilience efforts. Her support helps advance grant development, stakeholder collaboration, and technical outreach led by the Forest Health Coordinator. Among her key accomplishments, Denise successfully negotiated a Master Stewardship Agreement with the U.S. Forest Service—paving the way for collaborative land management efforts that align federal objectives with local priorities.
She holds a Bachelor’s degree in Organizational Leadership from Fresno Pacific University and a Master of Science in Administration from California State University, Bakersfield.
Doreen Alvez
Doreen Alvez is a Grants Specialist for the Tulare County Resource Management Agency, specializing in advancing forest health and resilience initiatives across the region. With over 27 years of service to the County, Doreen brings a deep understanding of public agency operations, having supported multiple departments in both administrative and programmatic capacities.
In her role, Doreen leads the County’s Forest Health Program through project development and implementation, grant and contract management, and stakeholder coordination. She also serves as the County’s Forest Health Coordinator, a CAL FIRE Firewise Regional Representative, and facilitator of the Tulare County Forest Alliance. Her work spans wildfire prevention outreach, fuels management planning and implementation, community engagement, and technical assistance for Firewise Communities.
Doreen holds an Associate of Science degree in Paralegal Studies from the College of the Sequoias, a Bachelor’s Degree in Business Administration with a focus on Organizational Leadership from Fresno Pacific University, and a Master of Arts in Geography with an emphasis in Natural Resources from Arizona State University.
