TCSO Detectives Still Searching for At-Risk Missing Adult in Visalia

UPDATE: Steven Franco has returned home safely and in good health. Thank you to all who helped get the word out.

On 1/11/23, TCSO Deputies were called to the area of Santa Fe and Tulare in Visalia for a missing person.

33-year-old Steven Franco was last seen around noon on 1/8/23 in the area of Santa Fe and Tulare in Visalia wearing a grey hoodie and red bandana. He is described as a Hispanic man, 5’6”, 150 pounds with black hair and brown eyes. Franco is schizophrenic and bipolar with the mental capacity of an 11-year-old.
