Narrative:

On 11/14/2017 at approximately 2020 hours, Deputies from the Tulare County Sheriff’s Office responded to the 9600 block of Road 236, in Terra Bella, regarding a family disturbance. Upon arrival, Deputies learned that Alexis Raya was in an altercation with his father. During the altercation, Alexis placed both arms around the victim’s neck and squeezed causing the victim to have difficulty breathing for approximately 5 seconds. Alexis Raya had left the scene prior to Deputies arrival.
