On 04-18-2018 at 0720 hours, Deputies with the Sheriff's Porterville Substation were dispatched to a reported shooting near the area of Randy Street and Cleo Avenue, in Porterville. Upon arrival, the victim stated an unknown subject was showing gang hand signs and fired a handgun at him, striking his vehicle several times. The victim’s vehicle was also occupied by his 5-year-old child at the time of the shooting. Neither victim was injured during the shooting.
Shortly after the initial report, Patrol Deputies located a subject in the area who matched the description of the suspect from the shooting. The subject fled and deputies pursued him on foot. He was subsequently located and taken into custody without incident. He was later identified as Noel Ned, 19 years old.
Detectives with the Tulare County Sheriff’s Department TAGNET (Tulare Area Gang and Narcotic Enforcement Team) responded to the scene and assumed the investigation. The victim in the shooting was able to positively identify Ned as the suspect. During the investigation of the shooting, Detectives learned Ned also matched the description of a suspect involved in a brandishing of a firearm and criminal threats on the night prior.
The suspect in that case yelled out gang slurs and brandished a firearm at the victim in the area of Cleo Avenue and Randy Street. Detectives were able to positively identify Noel Ned as the same suspect who brandished the firearm and made threats. He was transported and booked at the Porterville Substation on the above charges without incident.
