On 12-18-2018 at 12:08 p.m., Detectives with the Tulare County Sheriff’s Office were in the area of Highway 198 and Mooney Blvd in Visalia and recognized a stolen 2007 GMC Pickup going westbound. Detectives also saw a quad in the bed of the truck, which matched the description of a stolen quad earlier during the morning.
Detectives followed the vehicle westbound on Highway 198 into Kings County. Detectives then tried a traffic stop on the truck and it failed to stop. A chase began. But it was ultimately stopped in the City of Hanford because of the truck's reckless driving.
Shortly after, Detectives again spotted the suspect vehicle in the area of Flint Ave and Highway 43 and another chase was initiated. During the second pursuit, Detectives were able to effectively deploy spike strips to disable the vehicle. The pickup traveled to the area of Fargo Ave and 5th Street and crashed into a canal.
The driver was identified as TOP 10 Fugitive 32-year-old Scott Arnold and was taken into custody. He was later taken to a local hospital for his injuries. He faces fresh charges of Felony Evading, Possession of a stolen vehicle, Possession of heroin and Possession of stolen property.
Through the investigation, it was learned the quad was stolen and Arnold had two felony warrants for his arrest. Arnold was also in possession of heroin and stolen credit cards and wanted in connection with more than six vehicle thefts in the past two weeks in Tulare and Fresno Counties.
This case remains under investigation and anyone with information regarding the whereabouts of TOP 10 Fugitives is encouraged to call Sergeant Steve Sanchez with the Tulare County Sheriff’s Office at (559) 733-6211, or anonymous information about this incident can be reported via Tipnow email: tcso@tipnow.net text or voicemail at 559-725-4194 or download the Tipnow app for Android or Apple phones.
