Narrative:

On 12/12/2017 at approximately 1800 hours, deputies from the Tulare County Sheriff’s Office responded to the 14500 block of Walker Road, in Poplar, in regard to a report of felony vandalism.

Deputies learned that the victim arrived to her residence and found her brother, Elmer Baliclic, removing the tire to her vehicle. She approached Elmer when he raised a tire iron at her. Elmer did not have permission to remove the tire. In the process of removing the tire, Elmer caused over $1,000 worth of damage to the body of the vehicle. Elmer was also subsequently arrested for being under the influence of a controlled substance.
