On 11/14/2018 at 1050 hours Deputies from the Tulare County Sheriff’s Office were dispatched to the 29400 Block of Highway 99 regarding a theft of wire. Preliminary investigation revealed an unknown subject had accessed a large amount of wire by entering several manholes that housed connections from AT&T that provided services to Goshen and northwest area homes in Visalia.

During the investigation Deputies located physical evidence, which led them to a nearby encampment where they found items directly connected to the crime scene.  Deputies contacted a subject named Eddie Campbell Krager, 38 years old, who was detained at the scene.  Subsequently, Detectives from the Sheriff’s Office Property Crimes Unit responded and assumed the investigation. Detectives interviewed Krager who admitted living in a tent at the location.   However, he denied any involvement in the crime.  Nevertheless, evidence at his encampment was overwhelming and he was identified as the suspect in this case.  Further investigation revealed additional evidence and the recovery of some of the missing property. Krager was arrested and booked into the Tulare County Per-Trial Jail Facility without incident.
