On Thursday, 9-25-14 at about 8:03 pm, Tulare County Sheriff’s deputies were dispatched to the 1000 block of South Crystal Street in Porterville for the report of an in progress armed home invasion robbery, which was connected to a marijuana grow site.

Upon deputies’ arrival the residence was surrounded and a perimeter was set up for adjacent residential evacuations with assistance from Porterville PD, and the California Highway Patrol. The Tulare County Sheriff’s Department SWAT team and Air Unit was also activated.  Canine units from Visalia PD, Exeter PD and Tulare PD also responded to assist if needed.   

There were a total of seven victims - two minors ages 4 and 17, and five adults identified as Latesa Robinson 48 years, Ralph Robinson 63 years, Hailie Vogt 26 years, Victor Vucio 56 years and Lavina Dobbs 94 years.  Vucio was the only victim physically assaulted by the suspects and his injuries were non-life threatening.  He was treated and released from a local hospital.  All of the victims were local residents.  During the initial stand-off, coupled with law enforcement negotiations the victims were allowed to exit to safety, but the suspects remained within the residence.  Two suspects were apprehended and taken into custody by the sheriff’s department.  They were identified as Ricardo Segovia 28 years, and Estevan Razura 43 years.  It is believed that another suspect managed to flee the scene prior to the arrival of law enforcement.  The suspects were from another county and the investigation continues by the sheriff’s department.

The sheriff’s department is also investigating the marijuana grow site separately and will likely seek criminal charges with it, due to other unrelated evidence discovered at that scene.

Both suspects were transported and booked into the sheriff’s Porterville substation for home invasion robbery, possession of a deadly weapon with the intent to assault, possession of loaded firearm, conspiracy, child endangerment, kidnapping and assault with a deadly weapon.
