I was dispatched to the area of Yokohl Valley Drive and mile marker 14 due to reports of a suspicious person in full camouflage walking in the roadway.

While traveling up Yokohl Valley Drive I was contacted by a motorist who advised me the individual had gotten into the passenger seat of a Toyota Prius which was traveling towards Highway 198.

I observed the vehicle parked in front of the Texaco on Avenue 296 and contacted the passenger which was later identified as Pheng Moua. Pheng was wearing a camouflage shirt and pants with a black hoodie. A search of Pheng’s backpack revealed a Hi-Point 380 semi-automatic handgun which had been reported stolen out of the City of Merced. Pheng was also found to have a Parole hold out of Fresno County. Pheng was arrested and booked at the Tulare County Main Jail.
