On 05-13-14 at approximately 0821 hours, deputies from the Orosi Substation checked out with a suspicious vehicle in the area of Ave 384 and Rd 64 near Dinuba.  Upon contacting the driver, identified as Brian Ballinger, he began acting strangely leading deputies to believe he was under the influence of a controlled substance. Upon attempting to place Ballinger under arrest, he physically resisted the deputies and was detained few moments later.   Upon searching Ballinger he was found to be in possession of methamphetamine and heroin.  He was arrested for Health and Safety code 11377.  He was later booked into the Tulare County Pre-Trial Facility. 

The case is currently under investigation by the Tulare County Sheriff’s Office.
