Lt. Timothy Fosnaugh will be promoted to the rank of Captain at 1:30 p.m. in the lobby at the Tulare County Sheriff's Office.
In his 30 years with the Tulare County Sheriff’s Office, he’s served on a wide variety of assignments from detentions to the Orosi Substation, K9, Ag Crimes, Property Crimes and back to detentions.

Timothy Fosnaugh graduated from Fresno City College Police Academy in 1984. In 1985, he was hired at the Tulare County Sheriff’s Office and his first assignment was at the Tulare County Correctional Center.
In 1987, he was on the team that opened the Sequoia Field Detention Facility, later renamed the Bob Wiley Detention Facility.
In 1994, he transferred to the Orosi Substation. While there, he was a Field Training Officer as well a K-9 handler for 5 years with his K-9 Partner “Fire”.
He was transferred to the Ag Crimes Unit as a Detective in 2000. In 2002, he was promoted to Sergeant and transferred back to the Bob Wiley Detention Facility. He was the Internal Affairs Sergeant in 2003 and, in 2004, he transferred to the Orosi Substation as the Patrol Sergeant. While in Orosi, he proudly served as the Sergeant in charge of TCSO’s K-9 Unit. In 2006, he became the North End Property Detective Sergeant.
In 2007, he promoted to Lieutenant and was assigned to the Bob Wiley Detention Facility. In 2009, he took over responsibilities for the Adult PreTrial Facility as well. He transferred to the Men’s Correctional Facility in 2013.
As Captain, he will be responsible for the Detention’s Division.
