On March 21, 2018, emergency services responded to West Kaweah Avenue at South Mooney Boulevard in the city of Visalia for a traffic collision. Randy Leo Winters, 71, was a pedestrian involved in the collision. Mr. Winters was treated at the scene and then transported to Kaweah Delta Medical Center via ambulance.

On April 15, 2018 despite the best efforts of the medical staff, Mr. Winters succumbed to his injuries and was pronounced dead at the hospital at 1940 hours. The decedent is assumed to be a transient from the Visalia area.

The Tulare County Coroner’s Office is currently searching for any living relatives of Mr. Winters. Anyone with information is encouraged to call Det. Perryman or Sgt.
