Sheriff Mike Boudreaux promoted five to the rank of Sergeant Dec. 9, 2019 in front of a standing room only crowd at Headquarters. 

They are:

Sergeant Jeremy Rose

Sergeant Luis Carrillo

Correctional Sergeant Daniel Hobbs

Correctional Sergeant Jesse Sustaita

Correctional Sergeant Faris Faris

Sheriff Boudreaux said he was very thankful to promote them. 

“We’re thankful for them and for their dedication and loyalty, not only to the agency but the community they serve,” he said. 

Sergeant Jeremy Rose is from Visalia and graduated from Golden West High School in 1992, after which he joined the U.S. Army and served his country as an infantryman. 

He returned home in 1988 and attended the Tulare-Kings Counties Basic Peace Officer Academy, graduating in 1999.

Sgt. Rose was hired by the Tulare County Sheriff’s Office in 1999. His first assignment was at the Main Jail. Later, he served on patrol at Headquarters where he also served as a Field Training Officer and a Community Based Officer in Ivanhoe.

In 2006, he was named Officer of the Year by the Visalia Chapter of the Knights of Columbus. 

Sgt. Rose was assigned to the Gang Violence Suppression Unit in 2013 where he became a Gang Expert. He also served on the Tulare Area Regional Gang Enforcement Team (TARGET), a California Department of Justice multi-agency taskforce.

While assigned to TARGET, he participated in Operation Red Sol, a large-scale wiretap investigation that led to a multi-agency gang takedown. 

In 2017, Sgt. Rose transferred to the Porterville Substation as an Officer in Charge and Field Training Officer. 

The next year, he moved to the Training Division where he was assigned as the Range Master. Sgt. Rose is an instructor for Firearms, Patrol Rifle, Active Shooter Response, First Aid and CPR, Less Lethal Options and Armorer.

Sgt. Rose has been assigned to the Porterville Patrol. 

Sgt. Rose is married to his wife, Shynelle, and they have three children. He said he enjoys spending time with his family and attending his children’s sporting events. He also likes to go on family camping trips. 

Sergeant Luis Carrillo graduated from Orosi High School in 1992. He attended College of the Sequoias where he earned his Associate of Science degree. Afterward, he graduated from the Tulare-Kings Counties Basic Peace Officer Academy. 

He went to work for the Visalia Police Department and later, in 2000, was hired by the Tulare County Sheriff’s Office. Sgt. Carrillo worked in Detentions at the Main Jail, Adult Pre-Trial Facility, Bob Wiley Detention Facility and the Men’s Correctional Facility.

While assigned to Detentions, he served as a Floor Deputy, Classification Deputy, Gang Intel Officer and Jail Training Officer.

In 2002, he was transferred to the Orosi Patrol where he became a Field Training Officer and a K-9 Deputy. Sgt. Carrillo received a Letter of Commendation for information in identifying the suspect who abandoned newborn babies in the Orosi area (Angelita de Orosi).

Sgt. Carrillo transferred to the Gang Violence Suppression Unit in 2014 and was a member of the Sheriff’s SWAT Team. He is a court-recognized Gang Expert.

Next, he was assigned to the Narcotics Unit and served on the Narcotics Task Force and became a Narcotics K-9 Handler. He received specialized training in Clandestine Laboratory Site Safety and became a court-recognized expert in the sale of narcotics. 

Sgt. Carrillo received a Letter of Commendation for participation in Operation Red Sol, a large-scale wiretap investigation that led to a multi-agency gang takedown. 

In 2016, Sgt. Carrillo was assigned to a newly created unit, the Tulare Area Gang and Narcotics Enforcement Team (TAGNET) where he investigated illegal marijuana cultivation cases. 

Later, he was transferred to the General Investigations in 2018 and the Domestic Violence High Risk Team. 

Sgt. Carrillo has been assigned to Pixley Patrol. 

He lives in Tulare with his wife, Bertha. They have three children, one son-in-law and one granddaughter. Sgt. Carrillo said he enjoys going window shopping with his 17-year-old daughter, Marissa, and spending time with his 5-year-old granddaughter Sophia. 

Correctional Sergeant Daniel Hobbs was raised in Fresno and graduated from Fresno High School in 2005. He graduated from Fresno City College in 2007 with an associate’s degree in Liberal Arts. From there, he transferred to Fresno State where he graduated with a bachelor’s degree in Criminology in 2011. 

In 2012, he was hired by the Tulare County Sheriff’s Office as a correctional deputy and was assigned to the Adult Pre-Trial Facility. Later, he was selected to become a Jail Training Officer in 2016.

Sgt. Hobbs became an instructor for the Adult Correctional CORE Academy. He taught many subjects, including Arrest and Control, Defensive Tactics, Baton, Taser, CPR/First Aid, Force Option Simulator, Designated Infection Control Officer, and Narcan.

In 2018, he transferred to the Sheriff’s Compliance Unit. 

Sgt. Hobbs earned a master’s degree in Management and Leadership from Western Governors University in 2019. 

He has been assigned to the Adult Pre-Trial Facility. 

Sgt. Hobbs lives in Fresno with his wife, Jadeylyn, and their two sons. During his spare time, he said he enjoys being with his family and doing wood-working projects. 

Correctional Sergeant Jesse Sustaita was born and raised in Visalia, graduating from Mt. Whitney High School in 2007. He earned his associate’s degree from College of the Sequoias. 

Prior to beginning his law enforcement career, Sgt. Sustaita enlisted in the United States Navy Reserve. He continues to serve at Naval Air Station Lemoore

In 2012, he was hired by the Tulare County Sheriff’s Office as a correctional deputy and was assigned to the Adult-Pre-Trial Facility. He worked in every housing unit and intake. His last assignment was the administrative deputy at APTF. 

Additionally, Sgt. Sustaita served as a Jail Training Officer and CORE Academy instructor for physical training.

He stays physically active by running long distances and he’s a member of the TCSO Baker 2 Vegas Relay Team. 

Sgt. Sustaita said he is incredibly dedicated to his work, both with the Sheriff’s Office and the Navy Reserves. 

He has been assigned to the South County Detention Facility. 

Sgt. Sustaita lives in Visalia with his wife, Anna, and they are expecting their first child. He said he enjoys reading novels, running long distances, going to the gym and watching online shows. 

Correctional Sergeant Faris Faris was originally from Chicago but has lived most of his life in Visalia, graduating from Mt. Whitney High School in 1999. He earned his associate’s degree in Criminal Justice in 2004 at College of the Sequoias and then enrolled in the Tulare-Kings Counties Basic Peace Officer Academy.

In 2013, Sgt. Faris was hired by the Tulare County Sheriff’s Office as a correctional deputy. He was assigned to the Bob Wiley Detention Facility and worked in the housing units as well as intake.

He was selected in 2015 to be part of the Sheriff’s Emergency Response Team (SERT).

Sgt. Faris became a Jail Training Officer in 2018 and has helped train more than 20 new staff.

He became a POST certified Physical Training instructor for the Tulare County Sheriff’s Office Adult Correctional CORE Academy in 2019. 

Sgt. Faris has been assigned to the Main Jail. 

He lives in Visalia with his wife, Rosanna, and they have three children. Sgt. Faris said he enjoys spending time with his family, playing outside with his kids, running, weightlifting and volunteering at his children’s schools.
