You are invited to attend a promotional ceremony Monday afternoon when Sheriff Mike Boudreaux will promote two personnel to the rank of Correctional Sergeant. They are: Sergeant Jerry Neves and Sergeant Enrique Celaya.

Sergeant Celaya has worked for the Tulare County Sheriff’s Office for 12 years. He began his career with the department in May 2005.
Sergeant Neves has worked for the Tulare County Sheriff’s Office for 9 years. He began his career with the department in August 2008.
Both Sergeant Celaya and Sergeant Neves’ most recent assignments have been in the Detentions Strategic Response Unit, a jail investigations unit.
Sheriff Boudreaux offers his sincere congratulations to both Sergeant Celaya and Sergeant Neves and wishes them well in their new assignments. The public is welcome to join the department, friends and family in the lobby at 1 p.m., Monday, at Headquarters to celebrate the promotions.

Correctional Sergeant Jerry Neves began his career with the Tulare County Sheriff’s Office in August 2008. He was born and raised in Reedley and graduated from Reedley High School in 1999.
As a Correctional Deputy, Sergeant Neves was assigned to the Bob Wiley Detention Facility. During this time, Sergeant Neves was assigned to work the inmate Housing Units and ultimately was assigned as the Lead Intake Officer. During his time being assigned as the Lead Intake Officer, it was his responsibility to receive inmates from other facilities, accept fresh inmates, release inmates, review bail bonds, keep an accurate count of the facility inmate population and review court paperwork.
In November of 2012, he was assigned to the Sheriff’s Emergency Response Team. In March of 2013, he was assigned to the Adult Pre-Trial Facility to assist in the re-opening the booking portion of the Adult Pre Trial facility. During his time at the Adult Pre-Trial Facility, he was again selected and assigned to be the Lead Intake Deputy for his shift where during this time he had to act as Lead Deputy for both the Bob Wiley Detention Facility and the Adult Pre-Trial Facility.
In 2015, Sergeant Neves attended an 80-hour Basic Criminal Investigation Course.
In October of 2015, he was selected and assigned to the Strategic Response Unit. As a part of SRU, he has conducted numerous investigations, which have led to the removal of narcotics and weapons from our Detention Facilities.
Sergeant Neves was recognized for his hard work in 2013, when he received employee of the month for the County of Tulare. Sergeant Neves also received Detentions Deputy of the year in 2016 by the Tulare County Sheriff’s Deputy Sheriff’s Association.
Sergeant Neves is supported by his wife of 10 years, Senaida, and their five children: Samantha, Enrique, Joseph, Jeri and Noah.
Correctional Sergeant Enrique Celaya began his career with the Tulare County Sheriff’s Office in May 2005 as a Detention Services Officer. He was born in Tulare County and raised in the Visalia area. He graduated from Redwood High School in 1998.
As a Detention Services Officer, Sergeant Celaya was assigned to the Bob Wiley Detention Facility. Sergeant Celaya worked all the different inmate Housing Units including Central Control.
In 2006, Sergeant Celaya attended and graduated from the Adult Corrections Officer Core Academy to become a Correctional Deputy.
As a Correctional Deputy, Sergeant Celaya was assigned to work in all the inmate Housing Units located at the Bob Wiley Facility. During this time, he began studying the different types of gangs and familiarizing himself with them.
He was assigned to the Rove position and, a short time later, the Lead Intake Officer position.
In 2008, Sergeant Celaya was selected and assigned as a member of the Gang Intelligence Tracking Unit (GITU). While in GITU, he was educated on how to interact with active gang members and how to successfully interview them. Since being assigned to the GITU, he has been tasked with identifying and documenting active gang members.
In 2013, Sergeant Celaya was assigned to the Tulare County Sheriff’s Emergency Response Team (SERT). He was assigned to the Strategic Response Unit (SRU) along with three other Deputies. The SRU Unit was formed as a Jail Investigations Unit. The team conducted numerous investigations regarding contraband, weapons and major investigations inside the jails of Tulare County.
In 2015, Sergeant Celaya attended an 80-hour Basic Criminal Investigation Course and was the first Correctional Deputy to assist with Operation Red Sol, a multi-agency law enforcement detail.
Sergeant Celaya has received numerous awards throughout his career which include a Letter of Commendation from Sheriff Bill Wittman in 2009 and a Letter of Commendation from Sheriff Mike Boudreaux in 2015. Sergeant Celaya was also awarded Deputy of the year in 2014 and 2015 by the Tulare County Sheriff’s Deputy Sheriff’s Association.
