UPDATE: Arrests made in homicide

Victim: Dustin Montgomery 27 year old, Resident of Exeter          

    Suspect 1: Allen Horsley, 24 year old, Resident of Goshen  
    Suspect 2: Anthony Labeef, 21 year old, Resident of Visalia  
    Suspect 3: Victoria Corbitt, 18 year old, Resident of Visalia  

On Nov. 3, 2016 at approximately 0100 hours, Deputies with the Tulare County Sheriff’s Office responded to the 6500 block of Betty Drive in Goshen in regards to a gunshot wound victim. Deputies arrived on scene and located the victim, Dustin Montgomery, who was suffering from a gunshot wound to the upper torso. The victim was transported to a local area hospital where he was later pronounced dead. 


Tulare County Sheriff’s Office Violent Crimes Detectives responded to the scene and took over the investigation. During the course of the investigation, Detectives identified Allen Horsley as the person responsible for the murder. Anthony Labeef and Victoria Corbitt were also believed to have been an accessory after the murder and assisted Allen in fleeing the scene. 

Due to the seriousness of the crime, additional resources from the Tulare County Sheriff’s Office CATTCH Team and the Multi Agency TAGNET Team assisted in the investigation.

At approximately 1600 hours, Detectives developed information leading to an apartment complex on the 1700 block of North Locust in Visalia where Anthony Labeef and Victoria Corbitt were found hiding. Both suspects were subsequently arrested without incident.

A short time later, Detectives received information leading us to believe Allen was wanting to turn himself into law enforcement. Violent Crimes Detectives arranged a location in the City of Visalia where the suspect turned himself in without incident.

All three suspects were subsequently booked at Tulare County Pre-Trial Facility on the following charges:

       Allen Horsley- 187 PC-Murder  
    Anthony Labeef- 32 PC- Accessory   
    Victoria Corbitt-  32 PC-Accessory

Person of interest Allen Ray Horsley turned himself in without incident at 5 p.m. Thursday. 
He was wanted for questioning in a homicide case that happened early Thursday in Goshen.

Just before 0100 hours Thursday, Nov. 3, 2016, Deputies responded to the 6500 block of Betty Drive in Goshen for a report of a gunshot victim. 


The victim was transported to a local hospital where he succumbed to his injuries.


Deputies are searching for a person of interest: Allen Ray Horsley, 24, of Goshen.
