A Tulare County fugitive wanted for homicide surrendered without incident to Tulare County Sheriff’s detectives at 12:30 p.m. Tuesday, April 5, 2016 at the San Ysidro international border crossing with Mexico.
This happened after 3-4 weeks of contact by phone between a Sheriff’s CATTCH team detective and the fugitive, Edgar Picazo, who was wanted for homicide in Orosi in 2014. He was on the Sheriff’s Top 10 Most Wanted Criminals in Hiding, http://www.tularecounty.ca.gov/sheriff/divisions/investigations/street-crimes/c-a-t-t-c-h/tulare-county-sheriff-s-ten-most-wanted-fugitives/.
CATTCH stands for County Apprehension Team Tracking Criminals in Hiding.
Now 19 years old, Picazo is wanted for a home invasion that ended with one suspect killed and others wounded early on May 27, 2014 on the 42400 block of Road 140. He will be tried as an adult.
When deputies arrived on the scene back in 2014, multiple suspects had already fled in a van. However, one of the suspects, Victor Hugo Hernandez DeHaro, 21, was found dead lying on the driveway.
Although DeHaro was shot by one of the victims, Picazo is charged with his murder because DeHaro was killed during the commission of a felony.
Picazo had been on the run ever since.
This arrest was done in coordination with the Border Patrol and the Department of Homeland Security.

Update: Orosi Home Invasion

UPDATE 6-13-14:
On Tuesday, 6-10-14 at about 9:30 am, with the assistance of the U.S. Marshal’s Office, an additional suspect from the East Orosi Home Invasion Homicide identified as Francisco Padilla (21 years) was arrested in the front yard of a residence in the 2000 block of Pictoria Drive Bakersfield, Ca. He was transported and booked into the Tulare County Adult Pre-Trial Facility and is currently charged with homicide, attempted homicide, attempted robbery, burglary, shooting into an inhabited dwelling, criminal street gang activity enhancement and a violation of probation. Also arrested at the same location on an unrelated charge was Jessica Magana (22 years) for a fresh parole hold, due to absconding. Magana was also booked into a Tulare County Facility.

On todays date at approx. 1000 hours, an autopsy was performed on Victor Hernandez Deharo. It was determined that the cause of death was due to exanguination from a single gunshot wound.
Rolando Magana is currently hospitalized at a local hospital for injuries received during the commission of this crime. He is considered to be in critical but, stable condition. Rolando has been booked on the following listed charges; homicide, burglary, home invasion - robbery, conspiracy and criminal street gang activity. The complaint will be forwarded to the District Attorney's Office for further review and filing of charges. The victim is still hospitalized at a different area hospital and is in stable condition. Detectives are continuing there investigation to identify and arrest additional suspects in this case.
On 5-27-2014 at approximately 0542 hours four siblings were in their home, ages 22, 18, 11 and 8. The 22 year old male heard the door to their house being broken in and saw at least two people in his home. He retrieved a handgun from a safe and approached the suspects. Both the victim and at least one suspect exchanged gunfire inside the residence.
The victim was struck multiple times and was transported to a Fresno area hospital.
Two suspects were struck multiple times. One suspect was deceased on scene. While exiting the residence the second suspect attempted to pull the decedent back to the vehicle. The deceased suspect was left on scene while the second injured suspect was transported by van to Kaweah Delta District Hospital and left by two subjects captured by security cameras.
The van that transported the suspect was also captured by security cameras.
The van is described as a gray 1990 Chevy Astrovan, license number 7CHR190.
This investigation is ongoing.

PRIOR RELEASE:
On 5-27-2014 at approximately 0542 hrs an armed home invasion occurred in the Orosi area. Gunfire was exchanged between two suspects and the victim. All parties were injured. One suspect is deceased on scene, the second suspect and victim were both transported to different area hospitals for treatment.
As additional information is made available an update will be posted. Acting Sheriff Mike Boudreaux is also on scene.
