Sheriff Boudreaux offers his sincere congratulations to Sgt. Holguin, Sgt. Alvarez, Sgt. Martinez and Sgt. McBride. He wishes them well in their new assignments.

The public is welcome to join the department, friends and family for a promotion ceremony at 10 a.m., Tuesday, followed by a reception. 

 

Sgt. Holguin graduated from Orosi High School and attended the Tulare-Kings Counties Basic Police Academy, graduating in 2004. 

He began his career with the Tulare County Sheriff’s Office in 2005 at the Bob Wiley Detention Facility. In 2006, he transferred to patrol. While assigned to Headquarters Patrol, he became a Field Training Officer and was recognized as Officer of the Year by the Farmersville/Exeter chapter of the Knights of Columbus. 

In 2010, Sgt. Holguin was assigned to the Sheriff’s Tactical Enforcement Personnel/SWAT Unit. He became a Marijuana cultivation and narcotics sales expert, SWAT Team Leader, Firearms Instructor, Chemical Agent Instructor, Pepperball Instructor, Less Lethal Options Instructor, Force Options Simulator Instructor and assisted in providing Active Shooter Training. During this assignment, he participated in several large scale narcotics/gang take-down operations and received a Letter of Commendation for his part in a 2012 hostage rescue.  

In 2015, Sgt. Holguin was transferred to the Narcotics Unit and was cross sworn as a Task Force Officer with a Fresno-based Drug Enforcement Administration Group.  During this assignment, Sergeant Holguin authored Federal search warrants and investigated Domestic and Foreign Drug Trafficking Organizations. He received specialized training at the DEA Quantico Virginia Academy where he was Clandestine Laboratory and Site Safety Certified.  

His most recent assignment was that of Corporal at the Pixley Substation where he helped supervise patrol shifts and served as a mentor for patrol deputies. 

Sgt. Holguin lives in Dinuba with his wife, Florinda. They have three children and one granddaughter. He enjoys attending his children’s sporting events and competitions.  He also enjoys spending time with his family and his newborn granddaughter.

 

Correctional Sgt. Alvarez graduated from Fresno High School. Later, he graduated with an Associate’s Degree in Criminal Justice from San Joaquin Valley College. 

In 2006, Sgt. Alvarez was hired by Tulare County Probation as a Probation Officer.

He began his career with the Tulare County Sheriff’s Office in 2007 as a Correctional Deputy at the Adult Pre-Trial Facility. That same year, he graduated from the Adult Corrections Officer Core Academy.

As a Correctional Deputy, he worked various housing units, the rove deputy position and ultimately the Lead Deputy Position. 

In 2015, he was transferred to the Main Jail and became a Jail Training Officer and a lead member in the Sheriff’s Continual Improvement Team (CIT). Later that year, he was assigned as the Administrative Deputy at the Main Jail.

Sgt. Alvarez lives in Visalia with his wife, Nelly, and their daughter. He has a passion for music and education. He enjoys spending his time off volunteering at his daughter’s school, bowling, and golfing.

 

Correctional Sgt. Martinez began his career with the Tulare County Sheriff’s Office in 2008 when he was hired as a Correctional Deputy and assigned to the Bob Wiley Detention Facility. Later that same year, he graduated from the Adult Corrections Officer Core Academy. 

Throughout his career in detentions, he has worked various housing units, the rove deputy position and the Lead Deputy position. 

In 2011, Sgt. Martinez was selected to become a Jail Training Officer. He has successfully trained more than a dozen new hires at the Bob Wiley Detention Facility and some of his trainees have become successful Training Officers themselves. 

He was re-assigned as an Administrative Deputy in 2014 at the Bob Wiley Detention Facility. Two years later, Sgt. Martinez attended and successfully completed an 80-hour basic Criminal Investigation Course.

Sgt. Martinez lives in Visalia with his wife, Mia. They have one daughter. He has a passion for playing softball, golf and boxing. He is a Dallas Cowboys Football fan and enjoys custom picture framing. 

 

Sgt. McBride graduated from Redwood High School and immediately enrolled at Fresno State where he graduated with honors, earning a bachelor’s degree in Criminology with an emphasis in Law Enforcement. 

He began his career with the Tulare County Sheriff’s Office in 2004 when he was hired as a Deputy Sheriff Trainee and was assigned to the Men’s Correctional Facility. Later that year, while working at the Adult Pre-Trial Facility, he became a Jail Training Officer.

In 2007, Sgt. McBride was sponsored by the Tulare County Sheriff’s Office to attend the Tulare-Kings Counties Basic Police Academy where he graduated No. 1 overall and received the report writing award. 

Later, he transferred to the Operations Division and worked in Patrol at the Porterville Substation where he became a Field Training Officer. In 2014, he was named Officer of the Year by the Porterville Exchange Club.

In 2015, he transferred to the Investigations Division and worked in the North End Property Crimes Investigations Unit and, later, the Violent Crimes/Homicide Unit. 

Sgt. McBride lives in Visalia with his wife, Champa, and their two children. He has a passion for sports, especially weightlifting, football and baseball.  He enjoys going to the gym and spending time with his wife and two children.
