The Tulare County Resource Management Agency (RMA) will begin its annual Chip Seal Program on Monday, August 18, 2025, with work continuing through mid-September. The program will cover roughly 75 miles of rural county roads, enhance safety, and extend pavement life.

The Chip Seal Program will take place in several unincorporated communities, including Richgrove, Earlimart, areas near Porterville, Terra Bella, Tipton, near Tulare, near Lindsay, Strathmore, Ivanhoe, near Visalia, near Farmersville, near Exeter, Cutler-Orosi, London, and Goshen. This work does not include roads located within city limits, only near them within the unincorporated areas of Tulare County

“Chip sealing is a cost-effective way to preserve our rural roads, protect against water damage, and create a skid-resistant, anti-glare surface that improves driver safety,” said Ahmad Alkhayyat, RMA Assistant Director of Public Works. “We thank the public for their patience as our Road Crews complete this vital work.

Chip sealing is a preventive maintenance treatment that extends the life of existing pavement. It involves applying a layer of asphalt emulsion to the road surface, followed by a layer of aggregate rock, which is then compacted. This process seals cracks, enhances surface friction, and helps guard against water intrusion, which is a leading cause of road deterioration.

Traffic Advisory – Please Drive Safely

Drivers should expect temporary lane closures and delays in work zones. Signage and flaggers will be present to direct traffic. Residents are encouraged to plan, drive with caution and follow posted signage to avoid windshield cracks by taking alternate routes. The RMA will be adding the chip seal locations on the Road/Bridge Information and Closures map on the website, and each day, emergency services will be called and updated with the daily closures.
