The purpose of the Health and Safety Code is to provide minimum standards to safeguard life or limb, health, property, and public welfare of Tulare County residents by regulating and controlling the use, occupancy, location, and maintenance of all residential buildings and structures within the County of Tulare's jurisdiction. These provisions apply to all buildings located on the property.
