When taxpayers disagree with the values established for their properties, they often contact the Assessor’s Office to share their concerns. Through informal dialogue and exchange of information, their issues are frequently resolved. When agreements cannot be reached, taxpayers have a right to formally appeal their values to the Tulare County Assessment Appeals Board. An assessment appeal is a legal mechanism that ensures property owners are afforded their rights to due process to contest their property values.
If you disagree with the assessed value of real property, we recommend you first try to resolve your issues with the Assessor's Office:
Contact the Assessor's Office at (559) 636-5100 and ask to speak to an appraiser.
If you have information that supports a reduction in the assessment, you may be asked to complete a Request for Value Review application. Value reviews are performed free of charge and apply only to assessments in the current tax year. Requests for value review cannot be made for prior tax years.
If you disagree with the assessed value of business or personal property, you may contact the Assessor's business property division and request to speak to an auditor-appraiser.

Annual secured (real property) and unsecured (business or personal property) assessment appeals can be filed:
July 2 - November 30
Filing deadlines for supplemental, escape and roll correction assessments are within 60 days of the mailing date printed on the notice of assessment, or the postmark date, whichever is later.
IMPORTANT NOTE: Filing an assessment appeal does not relieve an owner of paying an outstanding tax bill no matter how unfair the owner may feel it might be. If you do not pay in a timely manner you will incur penalties and interest charges that could otherwise be avoided. If you pay a bill and the Appeals Board lowers the value, you will be refunded any excess taxes paid.
*If November 30 falls on a Saturday or Sunday, mail postmarked on the next business day shall be deemed timely.
