2024/2025 Assessment Roll nears $50 billion

Tulare County Assessor/Clerk-Recorder Tara K. Freitas, CPA, announced today that the annual assessment roll is $49.97 billion, marking an 8.5% increase from last year. The assessment roll represents the total net value of all locally assessed real estate, business and personal property in Tulare County as of January 1, 2024.

The increase is attributed to a steady number of sale transactions, new construction projects and continued market value increases in Tulare County’s residential and commercial sectors. Despite the overall assessed value rising by more than 8%, most properties will see an increase of only 2% due to the constitutional provisions of Proposition 13. The majority of the growth in the assessment roll comes from new base year values set at current market levels for properties that have changed ownership or undergone new construction.

“Our aim is always to ensure property owners receive fair, accurate and timely valuations and that all qualifying tax-saving exemptions and exclusions are applied,” Ms. Freitas said. “While home prices have risen significantly since 2008, Prop. 13 ensures that long-term property owners won’t experience equivalent increases in their assessments.”

Each year, the county assessor submits tax roll values to the Tulare County Auditor-Controller’s Office for certification. These values form the basis for property tax bills issued by the Treasurer-Tax Collector’s Office. Property tax revenue funds essential public services such as first responders, schools, libraries, parks and other critical city and county services.

The Assessor’s Office is preparing to mail assessed value notices to 31,030 taxpayers.
