POLICY & SCOPE

 

It is the policy of the Tulare County Sheriff’s Office to permit inmates to have visits with family, friends, attorneys, and other professionals under conditions that are consistent with the security of the facility. It is in the penological interest of the Tulare County Sheriff’s Office to provide reasonable and necessary security and safety standards, control, supervision, and oversight of inmates while receiving authorized visitors.

 

PROCEDURE

 

The Facility Lieutenant is responsible for the operation of the video visitation program. Visitation regulations include regular scheduling of visits at times that ensure reasonable access to inmates by family, friends, and others in the community. This is accomplished by off-site and on-site video visitation for members of the public and for off-site video visitation and in person on-site visits for attorneys and other professional visitors. The Department has established limits to the length of visits by members of the public to allow reasonable access to all inmates and in consideration of other relevant factors. Attorney and other professional visits may be scheduled separately. Notice is given to visitors regarding restrictions and visiting regulations when establishing an account for purposes of video visitation and is posted for professional visits that occur in person on-site. This information is also included in the Inmate Handbook.

VISITOR APPROVAL

 

The Facility Commander may authorize, for good cause, emergency visits beyond or in addition to normal visiting hours. Person(s) believed by substantial evidence to have a potentially detrimental effect on the inmate or to constitute a threat to security of the facility will be denied.

SCHEDULING INFORMATION

All video visits must be scheduled at least one day in advance, but no more than one week in advance. During video visits, the Correctional Staff will periodically monitor the visiting activity.

Video visitors with disabilities will be afforded the same visiting privileges as other visitors.

PUBLIC VISITING REGULATIONS VIDEO VISITATION

(a) Outside to the two free 30 minute onsite visits per week at South County, each inmate will be allowed no more than two additional paid onsite video visits per week and two paid internet home visits per day. (This only pertains to inmates housed at South County Detention Facility)

(b) Visiting regulations will be posted in a place accessible to the inmate and public.

   (c) On-site visitors shall be required to show current and valid photo ID when requesting approval for visitation. If a visitor cannot produce current valid ID, the authorization to the visit will be denied. Valid forms of ID include:

-U.S. Driver’s License              -U.S. Identification card                      -U.S. Active Military ID          

-U.S. Resident card                          -U.S. Passport                                    -U.S. government issued ID card

(All of the above forms of valid ID require photograph or fingerprints and have issue dates and expiration dates.) 

* NOT Acceptable forms of ID are:

-Mexico Voter card                          -Any expired ID                 -Photo copies of ID/Birth Certificate

-School ID                                            -NON U.S. ID                      -Indian Reservation ID card

-Matricula  Consular ID

 

 

VIDEO VISITATION GENERAL RULES FOR THE GENERAL PUBLIC

Participation in video-visitation is a privilege, not a right. Both visitor and inmate are expected to conduct themselves in an appropriate fashion at all times during a video visit. The Tulare County Sheriff’s Office reserves the right to deny, cancel, or terminate a video prior to or during a video session based upon a visitor or resident inmate’s misconduct. The Tulare County Sheriff’s Office reserves the right to restrict visitors from participating in all future use of the system. All video visits with the general public are recorded and subject to monitoring by Tulare County Sheriff’s Office personnel. Use of the video visitation system constitutes consent to this recording and monitoring.

  1. No nudity, tight fitting or provocative clothing will be allowed during the visit. Violators will be barred from off-site and on-site video visitation.
  2. Visitors appearing to be under the influence of alcohol or drugs; displaying items that may be considered contraband such as drugs, drug paraphernalia, weapons; or displaying gang signs, symbols, colors, etc., are subject to having the visit cancelled and barred from future visits.
  3. Conducting visits while operating a motor vehicle is a violation of the video visitation rules. Any violation of the video visitation policies may result in suspension of your video visitation privileges.
  4. No food or beverages are allowed in the visiting area at the facilities.
  5. No Cell phones, cameras, recording or electrical devices are allowed in visiting area.
  6. You must wait 45 days after being released from custody before you can visit an inmate. This waiting period applies to visits with members of your immediate family.
  7. Visitations maybe denied or terminated if the visitor fails to supervise and/ or maintain control of any minors accompanying him/her into the facility.
  8. If you are in possession of any unacceptable item(s) in visiting area, your visit will immediately be terminated.
  9. The following items are NOT permitted: clothing that is solid red, orange or blue

-clothing with lewd pictures, logos, slogans or sport attire, torn jeans, baggy clothing, gang attire, petite shorts or spaghetti straps

-Purses, sunglasses, hats or backpacks

j. If you as a visitor have an active warrant, your video visit will be canceled. 

It is requested that all personal belongings be secured inside you vehicle. The South County Detention Facility will not be responsible for items unattended. Children must be supervised at all times, including in the restrooms.

 

 

DENIAL OR TERMINATION OF A VIDEO VISIT

 

Any violation of the visiting regulations by either the inmate or visitor can result in the immediate termination of the visit and the loss of the inmate’s and/or the visitor’s visiting privileges. If the inmate is found to be culpable in violation, disciplinary action may also be taken.

 

A visit may be denied or terminated and visiting privileges suspended under the following circumstances:

  1. Visitors under the influence of drugs or alcohol
  2. Violation of Correctional Facility rules, including this policy, by visitor or inmate
  3. Inappropriate displays of affection, suggestive activity, or inappropriate dress

 

  1. Failure to comply with any direction from the staff; and/or other conduct or condition deemed by the Facility Commander to be dangerous or disruptive to visiting operations or to security and good order.

 

Any denial will be documented in the comment section in ADSI that articulates a specific reason for the visitation denial as well as approving supervisor.

 

VISITING CONDITIONS

 

Visits will be monitored by staff. Visits will be at pre-determined times and last up to thirty (30) minutes. Longer visits may be approved by the Facility Commander for special circumstances.

 

Register

Visitors can now register for, and schedule inmate visitations online. At any time, go to the visitation website and click “Register Today.” Fill in the required information including a valid email address. If you do not have an email address, there are many webmail providers who offer free email accounts. An email account is required for visitation account creation and for using the online registration tool. Once you have registered on the visitation website, check your email inbox for an email to finalize your registration. If you do not receive an email, check your spam/junk folder. If you still don’t see an email from the system, call 855-208-7349. Next, log in using the temporary password provided in the email. You will be prompted to change your password. Be sure to pick a password you can remember, or note it in a secure location.

 

Schedule a Visit

Visits must be scheduled at least one day in advance but cannot be scheduled more than one week in advance. To schedule an inmate visit, log in with the email address you used for registration and the new password you created after logging in with your temporary password. Click “Visitation” in the main menu, add any additional visitors that will attend the video visit and select the inmate you’d like to visit. Next, enter your preferred date, time and location and click “Search.” Click “Select” next to the desired visitation time. NOTE: all visits are listed in the time zone of the facility of the internet visit. On the next page, you can review selections and make changes. At the bottom of the page, indicate that you have reviewed the policies. Verify all the information on the page, and click “Confirm.” The status of the video visit should now be “Confirmed.” Upcoming video visits are shown on the Home page. Click a visit to review its details.

 

Check In & Visit

 *Visitors must check in five minutes or more before your on-site video visit begins with required ID for each scheduled visitor.

*No more than two people at visiting station, excluding infants. If there are more than two approved visitors you may choose how to divide the time between the visitors.

*It is the visitor’s responsibility when scheduling a visit to list all members of party that will be visiting in that session. If you are not on the schedule you will not be permitted to participate in visit.

*Any visitor under the age of 18 must have their Birth Certificate and be accompanied with a parent or legal guardian.

*Any child over the age of 2 years (24 months) will be considered a visitor.

 

Cancellation

To cancel a visit, click “Cancel Visit” on the summary page in your account, or click the “X” next to the visit on the home page. You will then be asked to confirm your cancellation. All video visits must be canceled at least 24 hours prior to the start of the visit or you will be expected to show and deemed a no-show if you fail to attend. Paid Visit Refunds: 48+ hours in advance: 100% Refund 24 - 48 hours in advance: 50% Refund Under 24 hours in advance: NO Refund No refunds will be issued for visits stopped due to inappropriate behavior, inappropriate dress or other policy violations. Full refunds will be issued for visits cancelled by the facility (except if due to policy violations).
