In California, you must register your fictitious business name with the county where your principal place of business is located. If your principal place of business is outside California, you must file with the Sacramento County Clerk. Nonprofits are not required to file a Fictitious Business Name Statement.
In Tulare County, two filing options are available to register your fictitious business name:

Application Requirements
The physical street address of the principal place of business and county must be listed. The street address of the post office box or mailbox store is not allowed.
The business mailing address for each registrant must be included.
If you are filing as a corporation or limited liability company (LLC), you must be registered with the California Secretary of State. The address of the LLC must be the same as that listed in the articles of organization on file with the Secretary of State. The registered owners of the fictitious business name must be the same name as the corporation or LLC. The registered owners of a limited partnership (LP) must be the general partners. Do not list limited partners or the limited partnership as the registered owner.
The statement must have an original signature, and it must be signed by a corporate officer, including their title (Business and Professions Code § 17914). Generally, the following titles fall into the category of corporate officers. These include but are not limited to:
