Chip sealing is one way to keep water from penetrating the road by sealing cracks and raveled surfaces of old pavement. This is done by spreading asphalt on to the road, and then embedding gravel, which fills the cracks/holes on the surface. Chip sealing also provides an anti-glare surface in the dark and during rainy weather, and creates a highly skid-resistant surface, especially when the pavement is wet. In 2018, the Tulare County RMA chip seal program serviced 74 miles of road.
