2024 Road Repair and Accountability Act (RRAA) Project 1 & Project 2

The County of Tulare continues to make meaningful investments in local infrastructure with the successful completion of two roadway improvement projects under the 2023/2024 County Transportation Improvement Program (CTIP). Both projects were delivered on time, under budget, and in full compliance with project specifications, reinforcing the County’s commitment to fiscal responsibility, safety, and long-term infrastructure sustainability.

Project 1 Overview

Project 1, carried out  by Don Berry Construction, Inc. under Tulare County Agreement No. 31885, was approved by the Board of Supervisors on July 16, 2024. The project scope included isolated pavement repairs, new asphalt surfacing, bridge and box culvert approach reconstruction, and installation of manholes and reinforced concrete pipe. All work locations also received shoulder corrections and updated traffic striping and pavement markings.

Completed Locations:

  • Road 92/Drive 92B (West Street) – near the City of Tulare
     
  • Avenue 248 (Cartmill Avenue) – near the City of Tulare
     
  • Road 68 – near the City of Visalia
     
  • Road 196 – multiple segments near the City of Woodlake
     
  • Avenue 344 – near the City of Woodlake
     
  • Intersection of Avenue 230 and Road 242 (Peach Avenue) – near the City of Lindsay

Project 2 Overview

Project 2 was also carried out by Don Berry Construction, Inc. under Tulare County Agreement No. 31384. It was approved by the Board on July 11, 2023 (Resolution No. 2023-0650). This project featured isolated pavement repairs, full-depth pulverization of existing asphalt, resurfacing, ADA curb ramp installations, and railroad crossing enhancements. As with Project 1, each roadway received shoulder restoration and new pavement markings.

Completed Locations:
15 locations throughout Tulare County, including areas near Tulare, Visalia, Pixley, Woodville, Terra Bella, Porterville, Lindsay, and Dinuba.

Notable Sites Include:

  • Road 152 – multiple segments near Pixley, Woodville, and Tulare
     
  • Road 68 and Road 96 – near Visalia and Pixley
     
  • Lindmore Street – multiple segments near and within the City of Lindsay
     
  • Avenue 424 – including the intersection at Nebraska Avenue in Dinuba
     
  • Court Avenue – near Pixley

Strategic Impact and Funding

Both projects were fully funded through the local County Road Funds, supported by revenue from the State Road Maintenance and Rehabilitation Account (RMRA), Measure R, and other state and federal transportation programs.

These projects directly support Tulare County’s Strategic Business Plan – Safety and Security Initiative, by significantly improving transportation infrastructure, enhancing roadway safety, and supporting regional connectivity for motorists and residents alike.

With these successful project completions, Tulare County reaffirms its dedication to improving public infrastructure while maintaining financial discipline and community-centered planning.
