Finished Project - Enhancing County Roadways

County Transportation Improvement Program (CTIP) Slurry Seal Program

The Tulare County Public Works team recently completed a significant infrastructure improvement initiative with the successful implementation of the 2024 Slurry Seal Program. This program, which applies an additional surface layer to existing roads, is designed to protect and extend the life of roadways throughout the county. The Slurry Seal Program covered approximately 9 miles of County roads within the communities of Tulare, Orosi, and Lindsay. Specifically, the initiative focused on road segments located within subdivisions with curbs and gutters.

The goal of this project is to preserve and protect the underlying pavement on roads by providing a new surface layer for the general public to drive on. All work on this project has been completed. County staff is now working with the Contractor to ensure all project documentation is received. The project to be taken to the Board for approval in December.

What is slurry sealing?

Slurry sealing is a cost-effective method of maintaining and preserving road surfaces. The process involves applying a mixture of fine aggregate, asphalt emulsion, and water onto roads, which helps seal small cracks, prevent moisture infiltration, and restore a smooth driving surface. By protecting the underlying pavement from further wear and tear, slurry sealing plays a key role in preventing more expensive repairs in the future, such as full resurfacing or reconstruction.

In addition to improving road safety and driving comfort, the Slurry Seal Program aligns with Tulare County's commitment to maintaining a well-maintained transportation network. By investing in proactive road preservation, the county is enhancing the quality of life for residents while ensuring that transportation infrastructure remains functional for years to come.
