The Fiscal and Administrative Services team undertakes a wide range of responsibilities, including managing budgets, overseeing payroll, and handling disaster-related invoicing. Under the guidance of Assistant Director of Fiscal and Administrative Services, Sherman Dix, C.P.A., and Fiscal Manager Karen Mabry, the team plays a crucial role in producing the Resource Management Agency’s (RMA) Annual Budget.

Earlier this year, Sherman and his team collaborated to balance the RMA’s budget as part of the countywide effort to help finalize the Fiscal Year 2024-25 budget for the County of Tulare. Meeting tight deadlines required close coordination with managers across all RMA branches. This effort ensures that the agency’s funding is utilized effectively, allowing RMA staff to focus on improving the quality of life for Tulare County residents and enhancing the experience of visitors through initiatives such as road repairs, construction projects, and business support programs.

Currently, the Payroll team is implementing new technology to increase operational efficiency. At the same time, the department is refining onboarding strategies to provide a seamless and welcoming experience for newly hired RMA team members.
