Laura Fernandez - Analyst-Department Human Resources III

Laura began her journey with the county in November 2009 and has been an integral part of the HR team ever since. What Laura enjoys most about her work is the people she gets to interact with. "I believe we have a great work environment," Laura said. "Everyone is always willing to help a co-worker." Additionally, she loves the rewarding aspect of delivering good news to candidates who are selected for positions.

Laura wants to remind employees that HR is here to support them. "They should feel comfortable coming to us and asking questions about anything related to HR," Laura said. "If there’s something we cannot answer, we’ll guide them to the correct person or department."

Kim Machado - Analyst-Department Human Resources III

Kim has been part of the Tulare County family since 1996, initially working in the Auditor-Controller’s office before transferring to RMA in 2015. Kim enjoys her work. "The best part of being in HR is helping employees and getting to work with everyone in one way or another," she said. "Every day is different, and it’s never boring."

One of Kim’s key messages to employees is the neutral stance of HR. "We are neither pro-employee nor pro-management. We are neutral," she said. "Our job is to support both the employees and the county, ensuring all rights are respected and observed while following policies, guidelines, and laws."

Eekeo Saesee - EH Secretary II

Eekeo joined the RMA HR team in May 2022, bringing a new perspective to the department. What Eekeo enjoys most about her role is the positive work environment and the opportunity to be part of the hiring process. "I get to meet all new onboarding employees and take their pictures," she says with a smile.

Eekeo emphasizes that HR is here to help and employees should feel comfortable reaching out. "If we’re not able to give them an answer right away, we’ll try our best to find out," Eekeo said.

The HR team at the Tulare County Resource Management Agency is made up of professionals who are dedicated to providing a supportive, neutral, and responsive environment for all employees. Whether handling complex issues or assisting with daily tasks, Laura, Kim, and Eekeo work together to ensure that RMA is a place where everyone can thrive.
