RMA Planner Takes On Leadership Visalia

Jose Saenz, Planner IV with the Tulare County Resource Management Agency (RMA), recently graduated from the Leadership Visalia program, which is a nine-month leadership development program offered through the Visalia Chamber of Commerce. His graduation marks a milestone in both his personal and professional growth. Along with Jose were other local professionals, such as Laura Hernandez Rangel, Ashley Irvine, Roni Perez, Jennifer Minear, Aidan Lozano, Dan Griswold, Steve Gonzalez, Brooke Carman, BriAnne Alvarado, Sirena Sosa, Elisa Ramos, Selesta Sullivan, and Jacalynn Wells.

“From a young age, I was taught the importance of helping others and making a positive impact,” Jose said. “This program has deepened that passion and equipped me with skills that extend far beyond the workplace—they’re tools I’ll carry with me, not just professionally but in all aspects of life.”

Leadership Visalia is known for its immersive, hands-on structure, and Jose found the curriculum both challenging and rewarding. Monthly sessions included topics such as land use and planning, economic development, public safety, and healthcare. One of the most rewarding aspects of the experience was the class project, which focused on renovating the Art Visalia classroom—a tangible representation of teamwork, leadership, and community service. Participants also collaborated on group podcasts, book reports, and presentations, embracing the role of student once again with enthusiasm.

“What made this journey truly special was the support, collaboration, and friendships built with my classmates and our amazing facilitator, Jena Rodriguez,” Jose said.

With this accomplishment, Jose joins a network of emerging leaders dedicated to making a lasting impact in Tulare County and beyond.
