Alkhayyat has served previously in leadership roles in Madera County, Kern County, Mariposa County, and, most recently, the City of Fresno, where he led teams through complex infrastructure programs. His expertise spans transportation networks, engineering management, and public works operations—skills that will significantly benefit the agency, nearly 500,000 residents of Tulare County, and more than 40 unincorporated communities, according to RMA Director Reed Schenke.
The RMA’s Public Works branch areas of responsibility within the unincorporated areas of Tulare County include the management of 3,000 miles of roads, upkeep of road signage and traffic signals, 1,190 bridges and culverts, and land surveying. Alkhayyat’s arrival reinforces RMA’s commitment to collaboration, innovation, and public service. He will work closely with teams across the agency, including in the RMA’s Economic Development & Planning and Fiscal Services branches, to strengthen internal and external partnerships to enhance public works operations throughout the County.
