West Goshen Celebrates Groundbreaking for Long-Awaited Clean Water Project in District 4

After a decade of planning, collaboration, and determination, the community of West Goshen in Tulare County is finally breaking ground on a project to provide fresh, reliable drinking water to local residents.

At a special groundbreaking event on June 5, community members, local leaders, and policymakers gathered to mark this milestone moment — the result of more than 10 years of hard work and advocacy to secure clean water access for West Goshen families. The Resource Management Agency’s (RMA) Grants & Resources team played a crucial role by helping secure much-needed funding to make this vital project possible.

“This is about investing in people, it’s about recognizing that every family, every child, every elder in West Goshen, matters. It’s about the belief that no community should be left behind,” said Supervisor Eddie Valero.”

This initiative reflects the shared commitment of local, county, and state partners to improve the quality of life in the region by addressing critical infrastructure needs. Once complete, the new water system will provide safe, dependable drinking water to the community for years to come — a transformational step forward for public health and well-being in West Goshen.

This achievement serves as a reminder that persistence, partnership, and community advocacy can lead to meaningful, lasting change. We thank our many partners, including Community Water Center, State Water Resources Control Board, California Water, the Department of Water Resources, West Valley Construction, Tulare County Resource Management Agency, Supervisor Eddie Valero, and more.
