On Friday, July 23, 2021, the TCSO Human Trafficking Unit, along with members of the Visalia Police Department and the Tulare County District Attorney’s Office, conducted a human sex trafficking detail in the Visalia area.

 

The objective of the detail was to identify subjects who solicit females for sexual favors in exchange for money through escort ad services, and to also contact subjects who are potential victims of human trafficking and offer services and assistance to them.

 

The following were arrested for soliciting prostitution:

Herman Chatrath - 28 years of age from Visalia

Carmen Rosales – 30 years of age from Visalia

Matthew Tilschner – 55 years of age from Visalia

Carlos Chen – 32 years of age from Irvine

Jesus Moreno – 35 years of age from Parlier

Rigoberto Cortez – 54 years of age from Dinuba

 

Detectives also rescued three women who were victims of human trafficking. The victims were offered to have Family Services respond immediately to assist them. Victims are  always offered counseling and housing. If they do not want services, TCSO provides family services with the victims names and contact information.

 

We at the Tulare County Sheriff’s Department are actively involved in the prevention of human trafficking and feel no human being should be bought or sold. We will continue to conduct these types of operations in the future for the safety and security of the residents of Tulare County.
